According to the source, Liverpool chose to reopen negotiations for Phillips after losing out to Chelsea on Moises Caicedo and Romeo Lavia.
The 27-year-old England international is still at City, the Premier League, UEFA Champions League, and FA Cup champions from the previous campaign.
Phillips relocated to City in the summer of 2022 from Leeds.
Last year at the Etihad Stadium, the Englishman was unable to have a significant influence.
